This thesis provides an exploratory view into the world of safety culture in the construction industry. It set out to evaluate aspects of measurement and interventions, as well as factors that support or constrain its implementation in the Victorian construction industry. The outcome of this thesis is a framework that aims to guide organisations throughout the various phases of safety culture implementation in construction. It also highlights a number of issues faced with implementing safety culture research into practice, as well as key issues affecting both the theoretical and translational value of the current research.
