This study was designed to examine the career development and advancement patterns of Aboriginal executives in Canada's Federal Public Service to determine whether developmental opportunities; job assignments; education levels; training; mentoring; leadership experience; and networking increase the advancement of Aboriginal People to the executive category within the Canadian Federal Public Service. To obtain this data, multiple strategies were employed, including a mailed survey questionnaire to 55 self-identified Aboriginal executives in the Canadian Federal Public Service; in-depth inter...

In this thesis we advance the state-of the practice in the Space Mission Operations domain by leveraging single spacecraft technologies along with classical scheduling frameworks and notation to create a scheduler for a constellation of spacecraft. We define a scheduling product that is focused on the problem of scheduling networked groups of spacecraft, called constellations. Within this thesis we show that the constellation schedule problem is a very complex problem, and the application of heuristics is one approach that allow us to schedule successfully. Our first objective, comprising chap...

Information theory methods are of wide use in contemporary logic design, but their proper application to Computer Aided Design (CAD) is rather impossible without strong theoretical and practical justification. Our research is focused on logic function minimization which is an essential component of any system for digital circuit design. The well-known information theory methods to minimize logic functions should be improved and developed towards new problems appeared while increasing the number of CAD applications. We report new results on logic functions minimization by information theory sta...

Scope of Study:This dissertation examines the impact of an anti-bullying program on the prevalence of bullying in junior and senior high school. Three research questions were posed: Will an anti-bullying program reduce the prevalence of bullying in Junior (Grades 7-9) and Senior High (Grades 10-12) school? Will the program be more effective at the Junior or Senior High school level? Are there gender issues related to the effectiveness of the program (i.e., do males or females benefit more from the implementation of the program)? Findings and Conclusions: Data collected and analyz...

The at-risk student population is growing larger in number with educators finding increased difficulty in meeting their diverse needs. Traditional teaching methods are not always working successfully. Accommodative services and aternative methods of education must be implemented in a fashion that will ignite students to success. Standard forms of statistical measurement (attendance, dropout, and graduation rates) have consistently shown negative ratings in schools across America. These measurements are indicators that students' educational needs are not being appropriately dealt with. This stu...

Scope of Study: This dissertation explores what motivates not-for-profit social service agencies to merge and whether the merger achieves what was intended. It also looks at unanticipated problems and changes to mission statements as a result of the merger. A triangulation methodology incorporated a quantitative survey instrument and case studies to conduct the research. The agencies included in the study have experienced a merger since 1988 and are members of the Alliance for Children and Families, a national organization of family and child-serving agencies. Findings and Conclusions: Th...

This is a revisionist study of seventeenth- and eighteenth-century satires on science with an emphasis on the writings of Jonathan Swift and, to a lesser degree, Samuel Butler and other satirists. To say, as some literary commentators do, that the satirists attacked only pseudo-scientists who failed to employ the empirical method properly is to beg a crucial question: how could the satirists possibly have distinguished the genuine scientist from the crank? By a failsafe set of Baconian principles perhaps? No, the matter is more complicated. I read the satiric literature on early modern science...

The influence of Swami Vivekananda on the INDIAN Nationalist Movement is well-known. Swami Vivekananda was not only a visionary, or a monk but a nationalist and a reformer par excellence. Many in our own country think that religion and mysticism and social amelioration and political and economic reconstruction cannot unite and declare that the secular and spiritual ideals are polar opposites. Such a notion has been responsible for the gross misrepresentations of the spirit of Indian philosophy, religion and culture, but the mystics, the saints and the sages of India prove standing refutation...

This study examined emergency management certification programs in order to understand what the training requirements for state emergency management certification reveal about the core functions of emergency management as conducted by emergency managers working in local jurisdictions. Based on practices in the 23 certification programs managed by state emergency management agencies or professional associations at the time of the study, qualitative content analysis identified a range of core functions practiced by those programs that specified training requirements in terms of specific courses...

That neuropsychological performance is impaired in patients with affective disorders is now widely accepted, and there is growing evidence that attentional dysfunction (effortful attention in particular) is one of the major impairments normally observed. The present study aimed at defining the nature of attentional dysfunction in depression by means of tests designed to measure specific aspects of attention, such as sustained, selective, focused, divided attention, etc. We also tested the effect of increasing effortful attentional demands on subjects' performance. To that end, effort level was...
